The tuner is not picking up my instrument
Check that the microphone permission was allowed. On iOS that lives in Settings, then Privacy and Security, then Microphone.
If it is on and the needle still sits still, the room is usually what is in the way. The tuner listens to how quiet it is and sets its own threshold just above that, so a fan, an air conditioner or a conversation nearby raises the bar for what counts as a note. Move somewhere quieter, give it a couple of seconds and play again. There is nothing to adjust.
The reading jumps around while a note fades
Damp the strings you are not tuning. Two strings ringing together are genuinely periodic at a note neither of them is playing, and every tuner ever made has to guess in that situation. Turning off Auto and picking the string yourself also helps on a resonant instrument.
I paid, and it is asking me to pay again
Open the purchase screen and tap Restore underneath the price. That asks Apple what your account already owns and unlocks it again. It works on any device signed in to the same Apple ID, and it is free.
If nothing comes back, check you are signed in to the Apple ID you bought it with. Purchases belong to the account, not the handset.
